In the year 1861, the secession of the South threw the United
States into turmoil.  Napoleon III of France, assisted in part by England and Spain, 
 took advantage of the War Between the States to re-establish a monarchy under
king Maximilian in the 
New World.  Only months after Fort Sumter fell, a French force landed and took over
most of Mexico.  Historically, the republics of the United States and Mexico 
managed to overcome their respective problems; Mexico repelled Maximilian in the 
late 1860's, and the U.S. conquered the Confederacy in the 1860's, the  
Indians in the rest of the 1800's, and finally, Cuba in the Spanish-American War.
Will Democracy triumph again, or will tyranny, slavery, or colonial ambitions 
pave the way into the twentieth Century?
